For the record, I did see the Kids in the Hall, many many many years ago. They are not shown here (as far as I am aware; they may be on the Paramount Comedy Channel but I rarely watch that) and thus they weren't top-of-mind when I saw the clip.

as others have written, it's a skit from Kids in the Hall, a Canadian comedy series (click for further info). The 50s stereotypical homosexual is Scott Thompson, who is indeed homosexual, if not always fitting into the 50s stereotype.
