Well, not really. It is probably the most popular "English" song in existence. As all the other countries in the United Kingdom have an anthem, "Jerusalem" (it's formal name, in the Parry arrangement) has been proposed as the National Anthem of England. It's also a powerful anti-establishment and anti-capitalist setting of Blake's poem.
As for "Donald, Where's Yer Trousers?", I have never heard it and I hope I never do!
